The Veneto Region has also renewed for 2024 the non-repayable contribution intended for private citizens who want to replace their heating system.
The incentive aims to improve air quality through the installation of new heat generators that can guarantee low emissions and high returns.
The regional incentive amounts to €3,907,951.00 and can be combined with the thermal account: thanks to this initiative, it is possible obtain a contribution that can cover up to 100% of the cost incurred for the installation of a new heating system.
In this article we will summarize what was approved by the Veneto Region, retracing the most important points of the resolution n.639 of 10 June 2024.
What is the 2024 Stove Call?
The 2024 Stove Call is a non-repayable contribution provided by the Veneto Region to reimburse citizens who replace existing heat generators serving residential real estate units with:
- new generation wood biomass generators, of nominal thermal power ≤ 35 kW, classy 5 digit and with Primary Particulate values (PP) lower than 20 mg/Nm3. In Alpine and pre-Alpine territory, 4-star heat generators are also permitted.
or with
- electric heat pumpsof maximum power ≤ 35 kW and performance and environmental requirements compliant with those indicated in the GSE Application Rules.
The old system to be replaced must necessarily be a generator powered by biomass (wood, pellets or wood chips) or diesel, without environmental classification or with certification lower than or equal to 3 stars.
Who can access the 2024 Stove Call?
The requirements to access the contribution are:
- Being a private citizen resident in Veneto.
- Make the replacement in a’dwelling located within the regional territory.
- Have a family economic situation (to be demonstrated with ISEE ordinary 2024) less than €50,000.00.
- Replace an old system with an environmental rating lower than or equal to 3 stars with a biomass heat generator or heat pump.
How to access the contribution provided by the 2024 Stufe Notice
The process is divided into two phases:
Phase 1: EXPRESSION OF INTEREST
to be presented through the ReStart IT platform BY 13/09/2024
This expression of interest It is NOT binding.
At this stage it is necessary to provide:
- Supply copy of ordinary ISEE 2024.
- Provide a PEC address, even not really, which will be used for all official communications.
- Declare your personal data (name, surname, residence, tax code, etc);
- Declare compliance with the conditions set out in the Regional Law n. 16 of 11 May 2018 (pending charges);
The expressions of interest sent will then be sorted according to a ranking that will be published on 08 October 2024.
The ranking order is assigned by multiplying the value resulting from the ordinary ISEE 2024 by a coefficient equal to 0.8 in case of Municipalities that have adopted ordinances for the improvement of air quality from 2021 to 02.29.2024, otherwise equal to 1 for municipalities that have not adopted them.
Citizens with the lowest value will have a higher position in the ranking; in case of equal scores, the chronological order of arrival of the expression of interest is taken into account.
Level 2: GRANT APPLICATION
to be presented through the ReStart IT platform BY 06/30/2025
At this stage you will be asked to provide:
- the data of the replaced generator
- the data of the generator installed
and attach:
- "contract form" issued by the GSE, in the name of the grant applicant;
- "receipt of successful sending of the request for granting incentives" issued by the GSE;
- environmental certification of the new generator;
- receipt of payment of the revenue stamp of € 16.00, made through pagoPA.

The amount of the regional contribution could cover up to 100% of the expense.
Specifically, the determination of the regional contribution for the installation of biomass generators is defined on the basis:
- of the expenditure deemed eligible by the GSE after deducting the gross incentive indicated in the contract form
- the family economic situation of the applicant
- of the particulate emission values Generator primary installed.

For new biomass plants, the primary particulate emission values directly determine the amount of the contribution: the lower the particulate emissions, the greater the regional incentive.
The multiplication coefficient is calculated according to this table:
